Is this an example of a racial double standard?

The recent beating and rape of a 15 year old girl in Richmond, CA has gained media attention because of the barbarity of the two hour long attack and the age of the victim. Although race has never been touched upon as being a primary motivation even though the victim was white and her attackers African American and Mexican. Does this create a double standard for racial hate crimes? Especially when one views the Duke Lacrosse rape scandal and the racial witch hunt aftermath in which all the accused were cleared of the charges and the prosecutor Mike Nifong lost his license because the victim lied about the attack?
If you say it is not a hate crime would your opinion change if the girl was black or hispanic and the perps were white and upperclassed?
Because that would be a double standard, just saying ...

It's only a hate crime if the crime was committed because of the persons race or sexual or religious orientation. I highly doubt the men raped the girl because she was white, it was most likely because she was a woman. Although, since rape is usually a crime of hate and/or power, and not really about sex, I think that rape should be considered a hate crime against women.
